About the Department

The North Carolina State University Police Department (UPD) is responsible for providing the most reasonable level of safety and security for the protection of life and property of students, faculty, staff and visitors of the campus community. Being a full service police agency, the department functions 24/7, year round with sworn officers, non-sworn full-time employees and part-time employees.

The Department of Risk Assessment Violence Prevention and Threat Management Program (VPTM) facilitates the Behavior Assessment team and is further responsible for implementing prevention initiatives for early reporting to prevent incidents of targeted violence and connect individuals to resources. UPD threat assessment officers and VPTM case managers use threat assessment and threat management strategies to address situations that pose or may pose a threat to the safety of the community.

UPD and VPTM partner to prevent incidents of targeted violence through community education and prevention initiatives. The primary common goal of each department is the safety of the University community. Through community partnerships and community engagement the departments for the University to remain a safe environment in which to work and learn.

Essential Job Duties

NOTE: This is a position is Grant Funded and a time limited two year position.

Duties for this position include:

Professional Knowledge:
  • This position will solely be committed to the role of supporting the Behavior Assessment Team (BAT).
  • Assist in screening and managing threat assessment reports to assess and identify levels of concern and priority and use judgment to determine an appropriate response, which may include involving emergency personnel.
  • This position will lead threat assessment and management efforts at University Police, coordinating training opportunities for patrol officers, detectives, and their leadership on targeted violence and terrorism and their roles in prevention.
  • The position will collaborate with the Violence Prevention and Threat Management Program in the Department of Risk Assessment to lead training for students, faculty, and staff on the Behavior Assessment Team and grant support initiatives.
Program Supervisor and Administration:
  • Develop and implement a protocol for the threat assessment officers in completing background checks, sharing information, writing and completing concerning behavior reports, and conducting open-source intelligence information gathering.
  • Work collaboratively with BAT members on case coordination and gathering additional collateral information needed to assist in threat assessments.
  • Interview persons of concern and other involved parties to independently gather information from complex reports using investigative, strategic, and analytical skills.
  • Analyze and collect collateral information relevant to violence risk assessments.
  • Document completed assessments, management follow-up actions, and intervention strategies.
  • Perform other threat assessment-related duties as assigned or requested
  • Assure compliance with threat assessment and law enforcement professional ethical standards.
  • Maintain compliance with rules, regulations, and privacy requirements relating to sensitive records under FERPA, HIPAA, CLERY, Title IX, and Law Enforcement databases.
Communication:
  • Update documentation in electronic databases to assist in tracking case progressions. This position will also review specific cases for court updates, request welfare checks, facilitate connections with local law enforcement agencies, and assist in case management interventions.
  • Implement effective interventions to mitigate a violence risk.
  • Consult with reporting parties utilizing empathy, reflective listening, and professionalism.

Other Responsibilities

  • Other duties may be assigned as needed to help support our Behavior Assessment Team, the threat assessment process, and/or University Police.

Minimum Education and Experience

  • A bachelor’s degree, preferably in behavioral health, sociology, social work, or psychology, or an equivalent combination of education and experience.

Other Required Qualifications

  • Three years of threat assessment and management experience, independently gathering, connecting, and sharing intelligence information and/or experience in conducting criminal investigations (i.e., gathering information to meet a standard of proof of probable cause, filing criminal complaints, subpoenas, and/or search warrants).
  • Three years of experience in working and managing crisis situations.
  • Excellent case management experience.
  • Experience in managing situations that involve individuals who are emotionally distraught or person(s) with mental illness.
  • Demonstrate ability to meet deadlines, work with complex systems, balance multiple priorities, and ensure a high level of accuracy in work produced.
  • Demonstrate excellent written and verbal communication skills; ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through appropriate communication methods.
  • Proficient analytical skills, including the ability to analyze various data, determine validity, draw conclusions, and make recommendations.
  • Proficient use of Google Suite, Microsoft Office Work, Excel, and PowerPoint.

Preferred Qualifications

  • Master’s degree, preferably in the field of psychology, social work, or other related field.
  • Possess an operational understanding of CLERY, FERPA, HIPAA, and Title IX.
  • Member of the Association of Threat Assessment Professionals (ATAP).
  • Certified Threat Manager (CTM) certification through the Association of Threat Assessment Professionals (ATAP)
