ABOUT THE COLLEGE 
Palo Verde College is a publicly supported 2-year college located in the beautiful Southeastern California desert.  Yearly enrollment is approximately 7,000 students (full and part-time).

LOCATION
Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California.  The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley.  Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area.   Boating, fishing and hunting attract many tourists.  The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas and the Mexican border.  The valley’s great climate, with more than 350 days of sunshine and mild winters, attracts thousands of winter visitors every year.

NATURE OF THE POSITION
Under the direction of the Dean of Instruction, the Instructional Designer works collaboratively with Distance Education team members and course stakeholders to foster effective teaching and learning experiences through the integration of learning technologies, equity-minded pedagogical theory, user experience design, and instructional design. The Instructional Designer provides comprehensive support and services in the effective use of the District's learning management system (LMS) and provides instructional design support to faculty and subject matter experts on online, hybrid, web-enhanced, and face-to-face course development projects in the areas such as course design, accessibility, universal design for learning, web development, media development, and instructional design.

Examples of Duties

REPRESENTATIVE DUTIES
1.    Collaborates with faculty on online, hybrid, and face-to-face course development projects in areas such as course development, media development, and instructional design; collaborates in redesigning and reengineering existing courses and transitioning course content onto new platforms.
2.    Provides training to faculty and staff; provides one-on-one support to faculty, staff, and students as needed; develops and monitors metrics for evaluating training and curricula effectiveness.
3.    Provides consultation and instructional design support for the development, revision, and implementation of Open Educational Resources content. Researches Open Educational Resources (OER) and assists faculty in creating, curating, and implementing OER content.
4.    Implements creative approaches and innovative uses of technology and pedagogy aligned to the District's Comprehensive Educational Plan and Diversity, Equity, Inclusion, and Accessibility goals to address different learning styles, diverse student populations, varying course content, and accessibility guidelines; creates learning experiences and materials that are inclusive, accessible, and effective for the acquisition and application of knowledge and skills.
5.    Serves as a resource person to faculty and staff for designing and utilizing technology in online instructional settings.
6.    Maintains files and records related to instructional design projects.
7.    Assists in the collection and analysis of data related to online student experiences; identifies issues and recommends solutions to enhance student experience.
8.    Designs, develops, and delivers workshops and training to faculty and staff in the use of instructional technologies and educational best practices as needed.
9.    Communicates effectively and work closely with campus DSPS departments regarding instructional design, accessibility, inclusivity, and UDL to comply with accessibility standards, laws, District policies, and support the District's DEIA goals.
10.    Maintains currency in best practices for creating accessible material and instructional design for online and hybrid courses.
11.    Engages with other campus partners (e.g., DSPS, EOPS, Veterans Services, etc.) to understand current perspectives from students and to help create better student experiences.
12.    Collaborates with college and District staff to ensure effective implementation of distance education and other educational technology related initiatives and programs.
13.    Contributes to the development of effective practices and process to facilitate the compliance of online courses with state, federal, and accreditation guidelines; licensing and copyright laws; and accessibility requirements for online instruction.
14.    Creates documentation of internal procedures and prepares reports.
15.    Learns and applies emerging technologies and advances (e.g .. , computer software applications) as necessary to perform duties in an efficient, organized, and timely manner.
16.    Serves on District committees as needed.
17.    Participate in District efforts to increase the diversity of faculty and staff and to address student achievement gaps; active assistance in the creation of a welcoming and inclusive work and educational environment; attend and participate in diversity, equity, and inclusion training and events.
18.    Performs related duties as assigned.

KNOWLEDGE AND ABILITIES
1.    Knowledge of theories, methodologies, and best practices in learning theory for developing online instruction and educational technology materials
2.    Knowledge of web-based learning management systems, web-based conferencing systems, collaborative groupware and courseware, and the implication of the following on learning: web-based instructional material, graphics, streaming media, visual/audio, animation, and various media.
3.    Knowledge of Universal Design for Leaming principles and the laws governing accessibility (504, 508, ADAAA (ADA Amendments Act), etc.)
4.    Knowledge in developing accessible course content with the ability to develop and/or redesign accessible online and hybrid courses
5.    Knowledge of workshop and group facilitation techniques
6.    Knowledge of customer service protocol with the ability to provide a high-level of service to students, faculty, and staff
7.    Knowledge of correct English usage, grammar, spelling, punctuation, and vocabulary
8.    Knowledge ofrecord keeping procedures
9.    Knowledge ofresearch and reporting methods, techniques and procedures.
10.    Knowledge of computer equipment and applicable systems.
11.    Ability to understand District organization, operations, policies, and objectives
12.    Ability to organize and coordinate the delivery of training to audiences with a variety of knowledge and skill
13.    Ability to convey concepts in writing and orally to individuals and groups of diverse backgrounds
14.    Ability to enhance course goals with imaginative application of technology to existing materials and structures.
15.    Ability to analyze situations accurately and adopt an effective course of action
16.    Ability to plan, organize and prioritize work
17.    Ability to meet schedules and timelines
18.    Ability to understand and follow oral and written directions
19.    Ability to establish and maintain effective working relationships with others
20.    Ability to operate modem office equipment including specialized software applications.

Educational/Experience Qualifications

REQUIRED QUALIFICATIONS
1.    Bachelors degree from an accredited college/university with a major in instructional design, education technology, media communications, computer information systems or related field or equivalent.
2.    2 (two) years of experience in instructional design or related field.
3.    Sensitivity to and understanding of the diverse academic, ethnic, racial, age, national origin, religious, gender, sexual orientation, disabilities, and socio-economic backgrounds.

1.    The physical demands and work environment are typical of an administrative job in an office environment.

CLASSIFICATION/SALARY
1.    This is a 12-month full time classified position. May include evening and weekend duty.
2.    Row 14 on the classified salary schedule.
3.    The district offers an attractive package of fringe benefits including medical, prescription, dental, vision and life insurance as accorded per CSEA agreement.

Substitutions for meeting the minimum qualifications are allowed for this job postings. Substitutions are allowed  for education and professional experience.  Substitutions will be processed as follows:

Education:

  1. 24 semester units equates to one (1) year of college level course work; OR
    • One (1) year of professional experience
  2. 48 semester units equates to two (2) years of college level course work; OR
    • An Associate’s degree; OR
    • Two (2) years of professional experience
  3. 96 semester units equates to four (4) years of college level course work; OR
    • A Bachelor’s degree; OR
    • Four (4) years of professional experience
Professional Experience:
  1. One (1) year of professional experience equates to 24 semester units of college level course work
  2. Two (2) years of professional experience equates to 48 semester units of college level course work; OR
