Our District:

The Sultan School District is one of the larger geographical school districts in the Puget Sound area, consisting of approximately 325 square miles. Sultan School District has approximately 2,000 students enrolled K-12. Students are currently served by two elementary schools, a middle school, a high school and an alternative high school; and the Sno-Isle Skills Center, a cooperative vocational technical school.

 


Our Community:

Located northeast of Seattle (seven miles east of Monroe) or about 20 minutes from the Woodinville area, Sultan is surrounded by a beautiful environmental setting. Our “backyard” is the scenic Skykomish River and Cascade Mountains. Sultan School District includes the community of Sultan, Startup, and Gold Bar. Students from Index attend Sultan High School.

The Director of Human Resources will further the district’s mission through the development, implementation and communication of clear and consistent human resources practices that demonstrate respect for staff and support for student learning. The Director of Human Resources is responsible for maintaining, monitoring, and reporting of statistical data; communicating with and providing customer service to staff and outside agencies or vendors to meet district needs; preparing and processing a variety of documents, orders, etc.; processing a variety of district, state, or federal reports/documents; and inputting of data into HRIS systems.

 


ESSENTIAL FUNCTIONS
:

  • Responsible for all aspects of employee recruitment and onboarding assuring a fair and equitable opportunity for all applicants by following principles and concepts contained in the district’s Affirmative Action Plan
  • Research employment law and regulations to maintain compliance with current legal requirements
  • Coordinates, facilitates, and/or presents at orientations, meetings, or training as assigned for the purpose of complying with mandated requirements or employee recognition
  • Manages and administers a variety of personnel processes, documents and files (including electronic) for the purpose of ensuring compliance with district, state, and federal policies, regulations, and/or laws or simply as a source of information for staff and administrators
  • Compile pertinent employee information for the purpose of providing complete and accurate data for Human Resources, Payroll, Director of Finance, Superintendent and Board of Directors.
  • Responds to written and verbal inquiries from a variety of internal and external sources (answer procedural/policy questions, etc. for the purpose of solving problems, providing information, facilitating communication among parties, and/or providing direction). Situational management with consideration for contracts, policy and legal applications.
  • Responsible for tracking, reporting, and overseeing activities regarding certification, provisional status and related items (i.e. Plans of Support) for the purpose of upholding compliance with rules and regulations.
  • Prepares and distributes employment contracts, letters of Reasonable Assurance, and Classified Work Letters for the purpose of accurate compensation and work dates for all employees.
  • Supports collective bargaining and/or labor-management for the purpose of providing information, statistics, and research during the collective bargaining process. Team member for negotiations. Provide direction and support to all staff in the communication of content or any updates to collective bargaining agreements.
  • Serve as Administrator for several programs: United Talent, Safe Schools, Frontline, EDS, Skyward, Human Resources pages on the district website, substitute Canvas page, etc.
  • Coordinate classes and mandatory training for paraeducators and track the progress of all paraeducators towards obtaining the General Paraeducator certificate in coordination with Teaching and Learning
  • Responsible for state and federal reporting: S-275 Personnel Report, Educator Equity Data Report, School Employee Evaluation Summary, EEOC, Equity Assurance, Paraeducator Grant etc.
  • Oversees the District Volunteer Program

OTHER FUNCTIONS:

  • Assists other personnel as may be required for the purpose of ensuring an efficient and effective work environment.
  • Attends meetings as required
  • Maintains regular, predictable and punctual attendance during regularly scheduled work hours at assigned worksite.
  • Performs other job functions as assigned

SKILLS AND REQUIREMENTS:

  • Working knowledge of current federal and state laws and regulations that apply to human resource management
  • High level of competency in word processing and spreadsheet software
  • Utilize effective written and verbal communication
  • Skills in interpersonal relations and proactive problem-solving
  • Skills in establishing systems that are efficient, effective and customer oriented
  • Skills in team building
  • Ability to analyze, problem-solve and create effective action plans/response
  • Ability to independently prioritize and appropriately manage multiple time sensitive tasks and effectively handle difficult and delicate personnel issues.
  • Knowledge of effective office operations and procedures, and alpha-numeric filing systems, district account codes, policies, and procedures, and state and federal policies and procedures
  • Knowledge of basic accounting principles and budget, financial, and statistical record keeping
  • Working knowledge of district-adopted software including Microsoft Office 365, Skyward, Frontline, PowerSchool and Safe Schools
  • Ability to operate a variety of office machines
  • Ability to read and interpret specific rules and laws and apply them with good judgment in a variety of procedural situations
  • Ability to handle confidential matters and information in a professional manner
  • Ability to work in an atmosphere where interruptions occur frequently and priorities are often modified using a high degree of flexibility
  • Ability to maintain high standards of professionalism and diplomacy in dealing with the public and district staff
  • Ability to establish cooperative working relationships with district staff to enhance the completion of assigned tasks
  • Ability to organize, set priorities, meet deadlines, attend to detail, follow through on a variety of assigned tasks
  • Willingness to commit to continually upgrading skills through Professional Development to maintain the highest level of efficiency and quality of work

Special Requirements:

  • Bachelor’s Degree
  • 3 years of progressively-responsible Human Resource experience or an equivalent combination of education and experience (in a K-12 educational system preferred)
  • Proficiency with Skyward
  • Proficiency using PC computer and high level skill with current Microsoft Office 365 products especially Word, Excel, Forms, Power-Point and Publisher
  • Experience with budgeting
  • Successful Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance
  • I-9 Employment Eligibility in compliance with the Immigrations Reform and Control Act
  • HIV/HBV Training (obtain within 30 days of hire date – district provided)
  • Completion of mandatory Safe Schools Trainings

Work Environment:

The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job. This is an office job. The employee is confined to a work area; required to have precise control of fingers and hand movements; experiences constant interruptions and inflexible deadlines; must be able to work at a computer monitor for prolonged periods; and must be able to crouch, crawl, bend, kneel, and lift/move objects such as files, boxes, etc. The employee is required to deal with distraught and/or angry persons and is exposed to infectious diseases carried by children. The noise level in the work environment is acceptable to this particular environment and can vary depending upon daily activity but will remain within acceptable ranges.

 


EVALUATION:

The Director of Human Resources shall be evaluated periodically by the Superintendent or designee pursuant to the currently established district procedures and evaluation criteria. The process shall include an evaluation of the performance of the above essential job functions.

The physical requirements indicated below are examples of the physical aspects that this position must perform in carrying out essential job functions:

  • Ability to perceive the nature of sound; near/far visual acuity, depth perception
  • Manual dexterity to operate computer equipment
  • Exert 25 to 40 pounds of force on a frequent basis
  • Ability to lift, carry, push, pull or otherwise move objects
  • Sit for extended periods of time, walk, stand, and drive
  • Occasional crouching, bending, kneeling

Disclosure Statement and Background Check

Pursuant to Chapter 43.43, Washington Laws of 1990, the recommended applicant will be required to complete a disclosure form indicating whether he/she has been convicted of crimes against persons listed in the law. In addition, a background check, based on fingerprints, will be requested from the Washington State Patrol.
