Overview: INTECON, LLC is seeking a highly motivated and experienced Indefinite Delivery/Indefinite Quantity (IDIQ) Program Manager (PM) with an Active Top-Secret Clearance to oversee the Maritime Special Operations Forces Support (MSOFS) 2.0 IDIQ contract. This critical program supports the Naval Special Warfare (NSW) Command, which operates under the U.S. Special Operations Command (USSOCOM). NSW is tasked with organizing, training, equipping, and deploying forces to execute full-spectrum special operations in the maritime domain, both independently and in collaboration with partners, to achieve national security objectives.
The IDIQ PM plays a pivotal role in managing all contract-related activities, including the efficient execution of task orders, resource allocation, and performance monitoring, while fostering collaboration among team members and stakeholders. This position requires a proactive and strategic leader with a proven track record in federal contract management, particularly in managing contracts, program execution, and stakeholder engagement. Travel may be required based on the specific requirements outlined in individual task orders to support operations, training efforts, or coordination activities at various locations.
Key Responsibilities:
- Serve as the primary point of contact between Naval Special Warfare Command (NSWC) contracting personnel and company management, addressing all contractual issues, discrepancies, and communication requirements.
- Oversee the execution of the M-SOFS 2.0 IDIQ contract, ensuring strict compliance with all terms, conditions, and relevant government regulations.
- Develop and implement robust processes for task order administration, resource allocation, and accurate timekeeping for personnel assigned to the contract.
- Monitor and promptly resolve any non-conforming contract services, ensuring high-quality deliverables that meet or exceed performance standards.
- Provide leadership for the coordination and execution of complex, multi-faceted projects under the IDIQ contract, ensuring alignment with Special Operations Forces (SOF) mission objectives.
- Manage and analyze program metrics to ensure adherence to contract timelines, budgets, and quality expectations while proactively addressing risks and challenges.
- Build and maintain strong relationships with federal and military stakeholders to support seamless program execution and foster collaboration across all operational levels.
- Ensure compliance with SOFARS clause 5652.237-9001 for Key Personnel, providing rapid and effective responses to government requests for action or clarification.
- Support program audits, reviews, and evaluations by preparing detailed documentation and ensuring readiness for government assessments.
- Provide support for training and instruction on various equipment and platforms to ensure personnel are prepared to meet operational requirements.
- Deliver management support services, including strategic planning, SOF capability analysis, and facilities management, with a focus on range operations and performance optimization.
- Provide financial management support, including audits, asset tracking, reporting, and the evaluation of metrics to support operational efficiency.
- Support human-related systems, such as the Human Performance Program (HPP) and other NSW human capital initiatives, focusing on workforce development and program execution.
- Organize and manage critical aspects of the acquisition cycle, including the development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment.
- Prepare professional-quality briefings, concept papers, and reports to support operational planning and decision-making.
- Leverage advanced software and multimedia tools to produce visual aids, briefing charts, and other deliverables that effectively communicate complex information.
- Manage databases, perform data entry functions, and generate required reports to support administrative and operational requirements.
- Maintain and update special training requirements, files, and forms, and established file plans to ensure compliance with administrative standards and operational needs.
Clearance Requirements: Active Top Secret Clearance access is mandatory.
Qualifications:
- Master's degree in any Business-related field, OR a Bachelor's degree in any field.
- A total of 8 years of experience in Special Operations Forces (SOF)-assigned organizations, which can include roles as military personnel, a government civilian, or a contractor. This includes:
- 5 years of general experience working in SOF-assigned organizations.
- An additional 3 years of SOF-related experience gained through any capacity (military, government civilian, or contractor).
- At least 5 years of experience as a Program Manager on a Department of Defense (DoD) contract or in a DoD-related role.
- Demonstrated experience managing IDIQ contracts, with a proven ability to oversee multiple task orders, effectively allocate resources, and ensure compliance with government regulations and contract requirements.
- Active Project Management Professional (PMP) certification
- DAU Level III Certification/Advanced Certificate
- Strong understanding of federal regulations, contract management practices, and project management methodologies such as Agile and Waterfall.
- Proven ability to lead diverse teams and deliver results in high-pressure environments.
- Excellent communication and interpersonal skills, with a track record of fostering relationships with stakeholders at all levels.
- Proficiency in project management software and tools, with experience in managing high-priority, fast-paced projects.
- Expertise in performance management, including training, mentoring, and motivating teams to achieve strategic objectives.
