Primary Purpose:
This position is responsible for leading the tariff and regulatory policy and compliance support for all teams within the SDG&E Design and Project Management business unit. The scope of this position includes overseeing all tariffs and regulations affecting DPM, leading the development of advice letter and tariff filings relevant to the division and participating in Regulatory proceedings as needed. This position will consult with subject matter experts, operational departments and business and financial analysts in interpreting tariffs and regulations and crafting policy and positions that ensure overall compliance for the division.
Duties and Responsibilities:
- Oversees tariffs and regulations of the business unit to ensure that regulatory policies and procedures are adhered to across the organization. In a cross functional manner, consult with subject matter experts and operating departments to analyze alternative legislative/regulatory approaches to business issues and present balanced and objective summaries of the same to leadership and senior management for decision-making. Provides interpretation, policy guidance and consulting to the business unit. Understands the regulatory structure of the gas and electric industries and the business interests of SDG&E and applies that knowledge to effectively oversee all tariffs and regulatory proceedings impacting business operations.
- Develops relationships with internal stakeholders to understand business issues in efforts to seek mutually satisfactory positions that preserve the interest of important stakeholders and ensures regulatory compliance. Supervises, Mentors and/or Advises more junior Tariff Policy & Compliance personnel.
- Prepares supporting documentation for CPUC and government agencies concerning business compliance matters. May be required to testify at regulatory meetings.
- Briefs leadership, including senior management on regulatory policy, tariff interpretation and compliance issues and presents objective rationale, interpretation and policy assessment.
- Acts as the primary liaison with DPM and Regulatory Affairs on regulatory and legislative compliance matters.
- Perform other duties as assigned (no more than 5% of duties).
Hybrid Schedule:
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications:
- Bachelor's Degree in Economics, Business Accounting, Political Science, Law, Public Policy or Engineering, or related or equivalent training and/or experience.
- 6 years related experience with regulatory subject matter.
- Ability to review complex problems and issues and provide solutions that satisfy all stakeholders, internal and external.
- Ability to work cross-functionally with many different groups of people.
- Possess excellent leadership skills with the ability to interact with all levels of leadership and present assessments and positions on compliance-related items in an effective manner.
Preferred Qualifications:
- MBA or advanced degree.
HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
