Your Role

The IT Applications team plays a critical role in enhancing business and IT collaboration while delivering all application development through a portfolio based model. The Sr. Director, IT Application Software Engineering & Solution Delivery will report to the VP, IT Application Services. In this role you will be a key contributor to the IT Applications team and Blue Shield's overall cloud first strategy and goals by providing consistent, coordinated leadership and operating in partnership with the IT Portfolio leaders, stakeholders and partners to support and ensure delivery of technical solutions, application support and lifecycle of software. You will be accountable for driving the migration of our claims administration platform Facets to the the cloud. This is a core pillar of our cloud migration strategy. Your Work

In this role, you will:

  • Be accountable for oversight and management of strategic supplier Cognizant who has been engaged in operating our platform as a service model and migrating current on premises platform to the cloud
  • Provide senior leadership for all Facets Platform as a Service functions including of all Business Applications development and support team, solution delivery/SDLC, incident and problem management, strategic planning, financial management and human capital planning
  • Be accountable for ensuring strategic partner adheres to application development standardization, automation and instrumentation
  • Be accountable for ensuring Facets Platform is aligned to Product Model strategy and is multi-tenancy capability and ready
  • Be accountable for ensuring strategic partner meets application service obligations (i.e. SLA/SLO), routine application maintenance, and service restoration
  • Be accountable for ensuring strategic partner meets all contractual obligations related to financial, operational, migration, and custom code removal goals
  • Manage suppliers by forming and maintaining relationships, identify service needs, design service, negotiate agreements, govern and oversee performance of managed services, third party, vendor and development suppliers
  • Be accountable for capacity planning to meet portfolio demand forecasts by role and skills as well as the continuous uplift of developer engineering skills in alignment with future technology investments

Your Knowledge and Experience

  • Requires a minimum of 12 years of relevant experience, including 6 years of management experience
  • Requires a Bachelor's degree, Master's degree preferred; or combination of relevant work experience and education
  • Deep knowledge and expertise of system architecture, software design and Application development platforms required
  • Understanding of hosting technologies, application instrumentation and automation required
  • Deep understanding of continuous integration/continuous delivery required
  • Executive level stakeholder relationship management required
  • Experience managing application development teams using waterfall and Agile SDLC, specifically SAFe desired

Pay Range:

The pay range for this role is: $ 206470.00 to $ 309650.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
