Position Summary/Purpose of Position:

Under direction of the Assistant Director, position responsibilities include field/project oversight, quality assurance inspection, contract administration, contractor supervision, and general direction to resources working on the care, repair, restoration, replacement, or installation of systems managed by the Facility Maintenance Programs (FMP) group. Maintenance programs may include insulation systems (pipes, ducting, fire-suppression, sound-attenuation, thermal envelope control), building foundations (outermost below grade structural support), exterior doors and windows (entryway and interior/exterior glazed-systems), building envelope/façade, Masonry (as it relates to small structures associated with, but not necessarily attached to a facility), as well as roofs and other architectural systems.

Incumbent will generate plans and specifications for maintenance and improvements. Incumbent will establish work priorities for both contractual and in-house labor. Incumbent will conduct cyclical system evaluations, identifying points of compromise to determine priority and establish funding requests. Position provides technical guidance and, at times, hands-on support for architects, designers, project managers, engineers, and a variety of representatives from state/university agencies on matters relating to facility maintenance programs. Position may serve as a safety representative, spearheading all matters of safety related training for the unit and attend any safety related meetings.

Minimum Qualifications:

Education:
  • Bachelor’s Degree or High School Diploma/GED with an equivalent combination of education and/or experience

Experience: 
  • Eight (8) years progressively responsible experience in the maintenance and/or construction trades.
  • Three (3) years of experience in contract administration. Experience with insulation, building foundation repair, and water infiltration.

Knowledge, Skills, and Abilities:
  • Provide superior customer service and client liaison services; organize and direct the work of employees and contractors working simultaneously on single or multiple projects, across multiple disciplines; work within a team structure to implement full facility repair, restoration, and improvement services; communicate clearly, both orally and in writing; efficiently navigate automated information management systems and administer to their requirements; use PC/Web-based applications to generate estimates, scopes of work, schedules, project files, and reports; Proficiency with the Google suite of online tools is desired; professionally and harmoniously interact with clients, vendors, contractors and coworkers.
  • Comprehensive knowledge of craftsmanship standards, techniques, materials, and processes associated with areas and systems of responsibility; ability to inspect work for completion and subscription to standards, regulations and specifications; ability to manage pre-bid, pre-construction, and progress meetings; working knowledge of Federal, State, local and University laws, regulations, codes, and procedures relating to applicable trades/processes; general knowledge of university or higher education setting, systems, and procedures.

  • Bachelor’s degree or higher-education coursework in related field.
  • Project management certification- Project Management Professional (PMP) or Program
  • Management Professional (PgMP) through PMI or equivalent.
  • OSHA 30-hour.

Additional Certifications:

  • Incumbent will be required to travel to work sites; if driving a State vehicle, must possess and maintain a valid Maryland Class “C” driver’s license or equivalent with fewer than 6 points.
  • Current Maryland EPA AHERA Inspector-Level Certificate AND Supervisor-Level Certificate.
  • OSHA 10-hour.

The hiring range for this position is $67,200 – $84,000.

Physical Demands

Position is that of an ESSENTIAL EMPLOYEE (Catastrophic & Weather/Other) and as such is subject to a 24-hours per day, 7 days per week span of operation.

Work is performed in both an office environment and in the field. Incumbent must be able to work in a construction site environment and hazardous or irritating environments including constrained spaces and adverse conditions- including noisy, dirty, dusty environments, in- and outside facilities with temperatures ranging from below freezing to above 100 degrees (F); on, around, over, and under fixed equipment and machinery; on roofs, in properly-prepared trenches, vaults, and other excavations. Incumbent may be required to wear appropriate Personal Protective Equipment including eye, ear, head, hand, foot, and respiratory protection as well as body suits- all of which will be provided by the university as needed. Duties may require work from scaffolding, lifts, or other elevated platforms at heights up to 60 feet, and from ladders up to 32 feet.

Must be able to participate in catastrophic/emergency responses as needed.
